ENAIRE's CEO, Enrique Maurer, takes part in the World Summit on Civil-Military Aviation
ENAIRE, the national air navigation service provider, is involved in the leading forums in the aviation sector. Its CEO, Enrique Maurer, spoke at the World Summit on Civil-Military Aviation, organised by EUROCONTROL, the European organisation for the safety of air navigation, in concert with the International Civil Aviation Organization (ICAO), held in Brussels on 21 and 22 June.
“Civil-military coordination has resulted in more efficient airspace management and more direct, economic and environmentally friendly routes”, he said.
Speaking at this international event were General Karsten Stoye, head of the Civil-Military Cooperation Division at EUROCONTROL, as well as the Director General of EUROCONTROL, Raúl Medina. Also taking part were civil and military aeronautical authorities from the United Kingdom, Belgium, Finland, Brazil, Germany, NATO, ICAO, CANSO, ASECNA, the European Commission, Airlines for Europe, EDA and ATCA.
“At ENAIRE, we have seen a significant improvement in civil-military coordination in recent years, which has resulted in more efficient airspace management and the provision of more direct, efficient and environmentally friendly routes”. These are the words of ENAIRE's CEO, Enrique Maurer, who notes that “in Spain, there is close collaboration between military and civil organisations, with the Airspace Management Cell (AMC) being an excellent example and facilitator of this collaboration”.
According to Maurer, “civil-military coordination in Spain is essential in order to better adapt to a dynamic environment, one where the airspace must be managed in a way that strikes a balance between the interests of the various users and the responsibility of the different organisations”. He also stated that ENAIRE is working on new developments to continue improving, “for example in the automated cross-check of the information in the daily airspace use plan (AUP)”.
On the flexible use of airspace (FUA), Maurer emphasised that “significant progress has been made implementing measures and technologies to make air traffic management more efficient and ensure the safety of air operations throughout Europe, which will be essential for the introduction of new entrants, such as drones or future space traffic operations”.
In this regard, he stressed the importance of the existence at ENAIRE of a specific Civil-Military Coordination Directorate, headed by Major General Juan Ángel Treceño, which demonstrates a clear commitment to encouraging coordination between military and civilian organisations to promote the flexible and dynamic use of airspace.
ENAIRE was the first of Europe's major air navigation service providers to set up a Civil-Military Coordination Directorate, and it was also a pioneer in organising in 2022 a seminar like the one that, on this occasion, was arranged by EUROCONTROL, in concert with ICAO.

ENAIRE, as the agency appointed by the Ministry of Transport, Mobility and Urban Agenda to implement the U-space system in Spain, will be the provider of the Common Information Services (CIS), which are essential for administering U-space services to drones and Urban Air Mobility, in interaction with local air traffic control services, so that all types of aircraft can fly safely in the same airspace.
ENAIRE has received the highest score in Europe on the aviation safety key performance indicator. It has also been awarded the EFQM 500 Seal for its safe, efficient, innovative and sustainable management of air navigation services.
