The ENAIRE Foundation presents at the Naves de Gamazo Art Centre the activity “Art as a right, the democratisation of art as an obligation”
The Government's representative in Cantabria, Eugenia Gómez de Diego, presented (Open Gov Week) a global initiative that encourages citizen involvement in all areas, including culture.
The ENAIRE Foundation wanted to join this Open Gov Week (OGW) activity with the initiative “Art as a right, the democratisation of art as an obligation”, through which it invites citizens to participate in art.
“We thought it important to participate in this global initiative because, as a public foundation, we have the obligation to promote the principles of democracy in art, and to advertise this as a right for people, and our obligation to facilitate access to art”, said the Managing Director of the Foundation, Margarita Asuar, at the presentation of OGW. The Open Gov Week initiative is used to disseminate the “Art Capsules” project at the Seve Ballesteros-Santander Airport, and thus to introduce the public to the ENAIRE Collection, by establishing a dialogue on topics of social import, like the exhibition 'Se me olvidó que te olvidaba' (I forgot I forgot about you), with the works of Ciria, from the ENAIRE Collection”, concluded Margarita Asuar.

With this activity, the Foundation shines a spotlight on digital museum resources, such as Virtual Rooms and Virtual Tours, which it is implementing to facilitate global and free access to art from anywhere in the world.
The ENAIRE Foundation promotes the democratisation of art
Through this activity, the ENAIRE Foundation is spreading the idea of art as a right of citizens, and the obligation of democratic governments to democratise access to art, so that citizens can access exhibitions for free and know that art is a right.
For Margarita Asuar, “in this initiative, we present a project that openly advertises contemporary art through virtual rooms and tours”. In this regard, the managing director of the ENAIRE Foundation explained that “with the 'Art Capsules' that we have installed at the Seve Ballesteros-Santander airport, we are humanising the airport spaces managed by Aena, connecting them with our Naves de Gamazo Art Centre, bringing art to the public and opening the 'doors' of art to everyone, because we view art as a right that contributes freedom and communicates values, and that has the capacity to transform the world and shape our personal and social identity”.
Margarita Asuar added that “with our 'Art Capsules' project, we are bringing the value of democracy to art, democratising access to art and promoting the right to art, making it accessible from anywhere in the world through digital museum resources”.
The right to a cultural, artistic and scientific life
The right to a cultural, artistic and scientific life is one of the economic, social and cultural rights set out in the Universal Declaration of Human Rights, which recognises that everyone has the right to participate freely in culture and to the protection of authorship.
The right to science, arts and culture is expressed in Article 27 of the Universal Declaration of Human Rights, and in Article 15 of the
International Covenant on Economic, Social and Cultural Rights.
Open Gov Week
Open Gov Week (OGW) is a global initiative of the Open Government Partnership, whose aim is to promote its principles and practices to create a culture, shared by governments and citizens, based on the values of transparency, integrity, civic engagement and promotion of fundamental rights, as well as accountability.
Spain has been part of the Open Government Partnership since 2011, and since then it has participated in organising and holding six editions, at which it has reaffirmed its leadership among the Alliance's member States in the organisation of activities to promote a culture of open government.

Is a cultural institution of the Ministry of Transport and Sustainable Mobility that, in addition to managing, preserving and exhibiting the ENAIRE Collection of Contemporary Art, engages in a comprehensive annual programme of activities that focus on aeronautical art and culture. Notably, it is one of the institutions that currently provides the most support to photography through its annual prizes - which have become a benchmark for professional photographers - and by hosting exhibits.

The Naves de Gamazo are the first permanent home of the ENAIRE Collection of Contemporary Art, an example of collaboration between government agencies that was made possible thanks to the partnership and joint efforts of the Ministry of Transport and Sustainable Mobility, the Government of Cantabria, through the Office for Culture, Tourism and Sport, and the Port Authority of Santander, which share the operating expenses of the centre in order to ensure the present and future viability of this cultural project.
The ENAIRE Foundation is implementing digital museum resources to boost the democratisation of art and make it accessible from anywhere in the world. These new museum resources are now available on the Foundation's website.
About ENAIRE
ENAIRE is the air navigation service provider in Spain.
As a company of the Ministry of Sustainable Transport and Mobility, it provides en route control services for all flights and overflights from five control centres in Madrid, Barcelona, Seville, Gran Canaria and Palma, as well as approach services to every airport in the country.

ENAIRE has received the highest score in Europe on the aviation safety key performance indicator for four years in a row. It has also been awarded the EFQM 500 Seal for its safe, efficient, innovative and sustainable management of air navigation services.
