Transport backs ENAIRE’s digitalisation with an estimated investment of 46.8 million euros
The Ministry of Transport and Sustainable Mobility will launch a tender, through ENAIRE, worth 46.8 million euros (excluding VAT), for a contract covering corrective and adaptive maintenance, as well as the implementation of new business management application development projects.
The Ministry is tendering a contract to ensure, over five years, the development and digital management of around one hundred ENAIRE's applications
This contract will support 98 applications used by the state-owned company ENAIRE, with an initial duration of two years, extendable to five.
The aim is to ensure the proper functioning of all these applications, which support critical processes of the national ANSP, as well as to adapt and update them in line with functional requirements, regulations, and technological changes necessary to maintain or improve their performance.
It also guarantees the provision of services to the public or to internal and external customers through various platforms, such as the electronic headquarters — which allows users to apply for grants to support job placement and employment creation for people with disabilities — the ENAIRE website, the customer portal, the management of non-conventional operations (planea.enaire.es), the purchase of aeronautical information products (AIS), and more.
The contract also covers the need to develop new software applications to meet the demands of different business units, thereby continuing the process of automation, digitalisation, and innovation that may arise during the execution period of the contract or any extensions, within the field of business management.
Applications
It involves around one hundred applications covering areas such as accounting, budgeting, cost control, invoicing, taxation, human resources planning and administration, training, recruitment, social action, occupational risk prevention, legal affairs, asset management, vendor contracting, investment planning and control, internal and international auditing, communications, security, air traffic management (ATM) systems operations, as well as key areas like social responsibility, quality, and the environment.
This contract also includes support for ENAIRE’s continued participation in the Technology Transfer Centre of the General State Administration, as well as ongoing backing for ENAIRE’s Flight Plan 2025 and the organisation’s future strategic plans.
The most relevant applications include:
- SAP: Enterprise Resource Planning (ERP) system that includes modules for HR, Finance, Business Warehouse, as well as modules for occupational risk prevention, recruitment, and training, among others.
- SIENA: Integrated application for planning and monitoring investments.
- SIGA: Integrated application for investment planning and monitoring.
- ARKIVO: Digital platform for accessing operational documentation.
- FirstBrief: Operational briefing tool use to manage relevant pre-service information for ENAIRE personnel involved in providing air traffic management services.
- UBE: ENAIRE's corporate intranet.
- Document Manager: Document management system for ENAIRE’s Integrated Management System (IMS).
- Mi ENAIRE: Corporate app for managing administrative tasks (clocking in/out, payslips, leave requests, etc.), checking shift schedules, accessing the staff directory, and staying up to date with ENAIRE news.
- PLANEA: Management of non-conventional operations involving drones, manned aircraft, and other uses of airspace.
- ENAIRE's Public Website: Corporate website, available to anyone with internet access.
- CEFIRO: Tool for evaluating the operational competence of air traffic controllers (ECO).
- GNGT: Application for managing GENIUS records.
- HECCO: Application for managing requirements under Regulation (EU) 340/2015 relating to unit endorsements, training, annual hours exercising licensed functions, and competence assessments of the controller workforce.
- SGD: Performance management system for preparing and recording evaluations.
About ENAIRE
ENAIRE is the air navigation service provider in Spain.
As a company of the Ministry of Sustainable Transport and Mobility, it provides air traffic control services during the en route and approach phases of all flights to and from Spain and overflights.
