ENAIRE concludes another edition of its Master's in Air Navigation Services Management, with a strong international reach
ENAIRE and its partner universities held the closing ceremony yesterday for the latest edition of the Master's in Air Navigation Services Management, a joint initiative with the Polytechnic University of Madrid (UPM), the Autonomous University of Madrid (UAM), and endorsed by the International Civil Aviation Organization (ICAO).
Over 300 professionals of more than 20 nationalities have been trained across five editions, including 44 new participants in the 2024/2025 cohort
The event, which brought together academic authorities and representatives from the aviation sector, featured speeches by ENAIRE's Director General, Enrique Maurer, and the Secretary-General for Air and Maritime Transport, Benito Núñez. Both highlighted the role of this Master’s programme as a key tool in promoting high-quality, specialised training in air navigation services management.
In this edition, 50 students received their diplomas for the 2023/2024 course, and 44 students completed the lecture phase of the 2024/2025 edition, beginning their master’s thesis and internship stage at ENAIRE. The speakers emphasised the commitment and effort of the students, who come from ENAIRE, technology companies, professional associations, airlines, public bodies, and international organisations.
Benito Núñez, for his part, congratulated the students and highlighted the importance of this initiative as a driver for modernising the aviation sector:
“The Master’s programme positions ENAIRE and our universities as international benchmarks in aeronautical training. Initiatives like this are essential to consolidate Spain’s leadership in the aviation of the future. Initiatives such as this Master’s are important for enhancing the Spain Brand internationally and for building a better country for everyone, together”, he stated.

The quality of the teaching staff was also highlighted during the event: 45 instructors, of whom 23 work for ENAIRE, and 22 professionals from the university, military, and technology consultancy sectors. Additionally, masterclasses were delivered by industry leaders such as the Director General of Airports at Aena, the Director General of Civil Aviation, representatives from the European Aviation Safety Agency (EASA), and ICAO, among others.
“Today is an event for you all, and I hope we enjoy it after this journey of personal effort. The diversity of profiles and nationalities enriches the training and strengthens the network of contacts among participants”, said Enrique Maurer, who thanked the instructors, universities, and the ENAIRE Campus team for their dedication:“I truly believe we have a world-class team of instructors, with an exceptional and distinctive concentration of experience in air navigation management”.
“The need to provide an international vision has always been embedded in the DNA of this Master's. With this in mind, in 2019 we signed an agreement with the International Civil Aviation Organization (ICAO) to recognise the Master’s content and teaching methodology under the umbrella of the TrainAir Plus programme”, added the Director General of ENAIRE.
The Master’s international focus was strengthened in 2025 with the introduction of courses in English and an online format, as well as the launch of scholarships for Spanish-speaking countries in collaboration with ICAO.
Over its five editions, the programme has trained professionals from more than 20 countries, ranging from Canada and Slovenia to Saudi Arabia and Fiji, and attracted interest from organisations such as ENAV, Slovenia Control, Dubai Air Navigation Services, COCESNA, and several civil aviation authorities across Africa, America, and Asia.
With this programme, ENAIRE reinforces its commitment to excellence in training, talent development, and the international standing of Spanish air navigation. This is set against a backdrop of sustained growth in the sector, which, according to Eurostat data, handled 6.7 million commercial flights in the European Union in 2024, an increase of 5.8% compared to 2023.
Expert and Specialist Courses
Meanwhile, this year has seen the consolidation of ENAIRE’s international presence through the launch in May of the Expert Course in Advanced Management of Air Navigation Services Corporate Services, which has been very well received. It is offered online and in English. Additionally, at the end of the year, a new edition of the Specialist Course in Air Navigation Services Fundamentals and Planning will be held again due to the success of the first edition last year.
