With a degree in civil engineering from the University of Granada, he is an official with the Corps of State Civil Engineers.
He is presently an advisor to the Minister of Public Works.
He has held various positions at the Ministry of Public Works, in the Secretariat-General of Infrastructures, the Directorate-General for Roads and at the CEDEX Centre for Studies and Experimentation on Public Works. He has also worked at Madrid City Council and been a board member of Renfe-Operadora.
