Recovery, Transformation and Resilience Plan
This plan sets out Spain’s strategy for 2021–2025 to channel European funds intended to repair the damage caused by the COVID-19 crisis through a package of reforms and investments.
On 21 July 2020, the European Council approved an exceptional temporary recovery instrument, known as Next Generation EU, totalling 750 billion euros. The Recovery Fund guarantees a coordinated European response with the Member States to address the economic and social consequences of the pandemic.
Spain’s Recovery, Transformation and Resilience Plan (PRTR) is part of the national plans drawn up by the 27 Member States of the Union to benefit from the Recovery Plan for Next Generation EU.
The 4 cross-cutting pillars— green transition, digital transformation, social and territorial cohesion and gender equality—are reflected in 10 policy levers.
These ten levers encompass the 31 components that structure the various projects.
ENAIRE contributes to the PRTR under Component 6, through Investment 2, C6.I2 “Measures for the Development of the Single European Sky”, implementing it by carrying out 30 projects with a total budget of €107,253,427 and establishing the following two objectives with quantitative indicators (number of measures completed):
- Objective 90 “Single European Sky: projects awarded and progress made towards completing the projects”.
Target/indicator: 15 out of 20 projects completed in the area of digitisation and safety for the development of the Single European Sky by the last quarter of 2024 (Q4-2024).
- Objective 93 “Single European Sky: project completion”.
Target/indicator: at least 20 projects completed by mid-2026 (Q2-2026).

In the PRTR, this C6.I2 Project is included in Lever II, corresponding to resilient infrastructures and ecosystems, under Component 6 “Sustainable, Safe and Connected Mobility” of the measure “National Transport Network”. Trans-European Transport Network - Other Actions”, which is under the oversight of the Ministry for Transport and Sustainable Mobility.
Investment 2 (C6.I2): Trans-European Transport Network. Other measures aimed at improving the national transport network, covering all modes of transport (air, rail and road) in order to make it more reliable, sustainable, safe and resilient. The investment will consist of the following measures:
a) Modernising the rail network in relation to the non-core TEN-T network, with works on at least 900 kilometres.
b) Increasing road safety in line with national and EU regulations.
c) Supporting the development of the Single European Sky
d) Supporting the digital transformation of MITMA.
Project C6.I2, "Actions for the Development of the Single European Sky", comprises the following activities:
- Direct investments through ENAIRE (Spain’s air navigation services provider) aimed at developing the Single European Sky, relating to the modernisation of air traffic control and surveillance systems, digital transformation and information systems, and the evolution of communications systems.
- Digitisation of the aviation documents (data and charts) that are available to users for flight operations.
- Expansion of ground/air coverage and voice digitisation in pilot-controller communications. Improvement of low-level coverage in certain areas of airspace by modernising ground communications facilities.
- Evolution of the voice communications system in air traffic control centres through digitisation and advanced technology, providing an improvement in quality, enhanced safety, more information and boosting contingency capacity.
- Technological modernisation of the network of primary radars, improving the performance in preparation for the complete digitisation of the same by relying on every technological advance available to increase operating efficiency.
- Upgrade of secondary radar systems to Mode S. technology, which provides information to the air traffic control system.
- Replacement of the hardware in ENAIRE's various systems.
- Development of different management and operational applications for ENAIRE's processes.
- Technological modernisation of navigation systems, prioritising their complete digitisation and implementing remote monitoring and control solutions for these systems.
- Creation of infrastructure to implement new air traffic control systems. Essential to ensure the implementation of new operational concepts in Spain. Upgrades to the facilities are planned to ensure their resilience to failures.
- Digitisation and automation of technical management operations to improve the integration of the tools for monitoring these systems remotely.
- Modernisation of the air traffic control system to adapt it to regulatory criteria, incorporating improvements in capacity, operational safety, cybersecurity and digitisation concepts, all derived from the Single European Sky.
ENAIRE, as an implementing body of the PRTR, in accordance with Article 6.5 of Order HFP/1030/2021 of 29 September, which sets out the management system of the Recovery, Transformation and Resilience Plan, approved its Anti-Fraud Measures Plan (PMA) on 23 February 2022, together with its Anti-Corruption and Anti-Fraud Policy, the Procedure for the Prevention and Correction of Conflicts of Interest in Procurement, Agreements and Grant Award/Application Procedures, and the PRTR Management System Functions Manual.
Given the developments since the approval of the aforementioned Plan, both in the applicable regulations and in the recommendations of supervisory and control bodies, as well as the improvements in the internal management of this Entity, the ENAIRE Governing Board, at its meeting of June 26, 2024, approved an Institutional Declaration against Fraud, demonstrating its firm commitment to the fight against fraud and corruption, and an updated Management Plan (MPP) reflecting the aforementioned improvements. Based on this, the new PMA replaces the previous document.
