The highest governing body of ENAIRE is the Governing Board, which, under our Statute, represents the Entity and oversees its organisation and activities. Its main responsibilities include approving ENAIRE’s Strategic Plan (Flight Plan), the Code of Ethics and Policies, as well as the Multi-Year Action Plan, the Operating Budget, and the Business Plan. It is also responsible for approving the strategic risk map, the corporate objectives, the delegation of powers, the Annual Accounts and key reports, including: the financial and non-financial information report, the report of the Ethics and Compliance Management System, and the Internal Reporting System report.
ENAIRE’s Presidency is also a governing body and is held by the person heading the State Secretariat responsible for transport matters.
Members of the Governing Board receive the remuneration or allowances set out in Article 28.1 of Royal Decree 462/2002 of 24 May, regarding service-related allowances, authorised by resolution of the Secretary of State for Budgets and Expenditure, with a maximum amount of €11,735.24 per year for a total of 11 meetings. This limit is proportionally reduced if the number of meetings is fewer than eleven.
Board members who hold the status of senior officials do not receive these allowances, which are paid into the public treasury.
For members with senior official status, the provisions of Law 3/2015 of 30 March, regulating the exercise of senior posts in the General State Administration, also apply. In accordance with Article 21.5 of that law, their declarations of assets, rights and financial obligations are published in the Official State Gazette (BOE) by resolution of the Secretary of State for the Civil Service.
