In Spain, ENAIRE is the sole certified local ATFM provider, delivering the service through five regional Flow Management Positions (FMP) located at its control centres:
- Madrid FMP, at the Madrid ACC.
- Barcelona FMP, at the Barcelona ACC.
- Seville FMP, at the Seville ACC.
- Palma FMP, at the Palma de Mallorca TACC.
- Canary Islands FMP, at the Canary Islands ACC.
Each FMP serves its designated area. The Madrid FMP covers Seville and Canary Islands FMPs when they are not operational, and the Barcelona FMP covers Palma FMP when it is not operational. The areas of responsibility, hours of operation, and contacts are published in AIP Spain (ENR 1.9).
These regional FMPs act as the interface between the NMOC and the designated airspace, associated aerodromes, and ATS units (civil and military) within their areas of responsibility.
They ensure, in coordination with relevant ATS units and the central network manager, that ATFM measures are applied to balance traffic demand and capacity efficiently.
The objectives of ATFM measures include:
- enhancing operational safety and preventing excessive traffic demand relative to declared ATC capacity of sectors and aerodromes, including runways.
- maximising network capacity utilisation to optimise efficiency and minimise adverse effects on operators.
- optimising the capacity provided through the development and application of capacity improvement measures by ATS units.
- supporting the management of critical situations
Additionally, these units provide local data to the central network manager to execute ATFM functions and report events, including transition plans for major airspace or ATM system upgrades, adverse weather affecting ATC capacity or demand, and proposed mitigation measures.
The ATFM service complies with EU regulations No 255/2010 and No 123/2019.
